Job Description:  Tobyhanna Township, Monroe County, Pa is seeking an energic, innovative and motivated individual to join its staff as a Fiscal Specialist.

Tobyhanna Township is a Second-Class Township of over 8500 residents, covering 52 square miles, located in Northeast Pennsylvania. The Township operates with an overall combined annual operating budget in excess of $ 9 million.

The Fiscal Specialist shall provide expert professional assistance in areas of finance, including but not limited to the preparation of the budget, conducting financial analysis and the preparation of financial reports.  The Fiscal Specialist shall also perform other duties as required or assigned by the Township Manager.

Essential Functions – Responsibilities:

  • Participate in effective and strategic financial planning
  • Assist in the research, preparation and submittal of the draft annual budget
  • Prepare cash receipts for posting
  • Maintain accurate employee deductions and benefit calculations
  • Calculate time sheets for management approval
  • Transmit payroll
  • Assist in Utility Billing
  • Collection of Accounts Receivables
  • Reconciling Subsidiary Accounts
  • Prepare Statements for reimbursement of services
  • Prepare detailed financial reports as directed on various Township matters, including but not limited to Sewer Collections and delinquent payment agreements
  • Maintain accounting filing system
  • Provide auditor’s with requested information and material in preparation of annual audit
  • Prepare bill pack and treasurer’s report for Board of Supervisors
  • Prepare/submit all necessary Financial Reports for Township
  • Transfer monies as approved by Township Manager and Board of Supervisors
  • Give bond with a surety company in an amount established by the BOS
  • Perform other duties as assigned by Township Manager

Knowledge:  The Fiscal Specialist must have proficient knowledge in:

  • Computerized accounting programs
  • Accounts payable and accounts receivable
  • Generally accepted accounting principals
  • Preparation of financial statements/reports
  • Municipal services
  • Payroll systems and reporting

Skills:  The Fiscal Specialist must demonstrate the following skills:

  • Strong Collections Skills
  • Knowledge of finances
  • Customer service/team building skills
  • Planning, organization and time management skills
  • Effective verbal, writing and listening skills
  • Problem solving abilities
  • Attention to detail and highly accurate
  • Strong computer skills, especially relating to computerized financial programs, payroll information systems and spreadsheets


  • 2- or 4-year finance, accounting, public/ business administration or related field degree
  • Knowledge of fiscal procedures/policies in municipal government is preferred
